Security Industry ERO: New Minimum Pay Rate €15.41 Introduced (Effective July 2025)

A new Employment Regulation Order (ERO) for the private security industry came into effect on 22 July 2025.
The ERO was signed into law by Alan Dillon T.D., Minister of State at the Department of Enterprise, Tourism and Employment, following proposals from the Security Industry Joint Labour Committee which were subsequently adopted by the Labour Court.

Minimum Pay Rate Increased

From 22 July 2025, the statutory minimum rate of pay for licensed security guards has increased from:

  • €14.50 → €15.41 per hour

For comparison, Ireland’s current national minimum wage is €13.50 per hour, meaning security personnel have a higher sector-specific minimum rate.

PSA Compliance Requirements

Under the PSA licensing standard PSA28:2013, all licensed security contractors must comply with:

  • Legally enforceable pay rates
  • Terms and conditions outlined in the ERO

The Private Security Authority (PSA) will continue to monitor compliance through inspections, and enforcement action will be taken against contractors who fail to meet the updated requirements.
